Section Three:  Non-budgeted Items

All non-budgeted items/actions under $5,000 can be expensed without consent of the church if seventy-five percent of the Ministry Council Members approve the purchase.  If it is felt that the purchase is necessary and the purchase or expenditure did not receive a seventy-five percent vote in the Ministry Council, a majority vote of the Ministry Council may bring the issue before the church at a special meeting called for that purpose.  Upon a majority vote of members present at the special-called meeting, the purchase or expenditure shall be approved.
